Low Frames

I have a rig with an i5 7500 and a GTX 1080 and my frames are really bad for what I assume i should be getting at 1080p. i'm getting 20 to 30 frames on Battlefield 1 on low settings. I updated drivers, uninstalled and reinstalled BF1. I have no idea what it could be. Any thoughts?

cpu is at 90-100% at 48c. gpu 50% at 70c.

well theres your problem,  temps are fine, but your cpu is throttling really hard.

is there anything other than battlefield running?  also, try actually raising it to medium graphics instead of low, this may push some of the resources off the cpu and back onto the gpu which has a little more headroom apparently.

Well I only have this problem on battlefield. every other game runs pretty well.
