980 ti with a custom bios under water and heavily overclocked, I've had the same setup for over 2 years.

A few days ago my GPU started whining when not under stress i.e. 600 MHz and under core clock even though i haven't made any changes to my system. When under high stress, for example 3DMark or Witcher 3 my whole computer goes unresponsive and the screen goes fully white/green and i have to restart my computer from the power button. I've tried re-installing graphics drivers and stock GPU settings and they haven't worked. CPU and memory seems fine after doing some tests.

 

The graphics card is likely just broken?

Oh man.... You could go out on a limb and flash the GPU bios... but usually the symptoms you suggest are death...and accompanied by really hot spots on the back of the GPU in my experience. I reccomend finding a cheap GPU to hold you over until prices get normal again.
