Computer stuck on restoring windows update

Just booted up my pc this morning and it keeps saying it is trying to restore a previous version of windows. The. Afterwards it tries to boot again

The problem is I can’t get onto my pc so how can I do any of those steps

Method 2. Perform a System Restore or Startup Repair

1. Download Windows 10 media creation tool and create a Windows 10 installation media.
2. Boot or start your computer from the Windows 10 installation media.
2. In the Install Windows page, tap 'Repair your computer' to start the Windows Recovery Environment.
3. In the Windows Recovery Environment, on the Choose an option screen, click 'Troubleshoot'.
4. Click 'Advanced Options' and then click on 'System Restore' or 'Startup Repair'.

Then follow the on-screen instructions to fix Windows 10 'Restoring your previous version of windows' stuck or loop and restore the computer to an earlier state successfully.

I could do it on a laptop but I still don’t understand how I could do those steps?

So do I install it onto my laptop and run it then put it onto a usb and put that into my pc then boot the pc?

Yes, it will allow you to repair your current PC to work correctly. Follow the instructions in that article.
