The Witcher 3 fps drops?

I have a 1 month old pc and a few days ago finished the main story of the witcher 3. after that I decided to start the dlc "Blood and wine". in this dlc map I am having fps drops. I will say a example so you know how these fps drops are. I am moving in the city with 60-80 fps and suddenly the gpu usages drops and the memory clock drops. this happends for a 1 sec and the fps at this second (sometimes less) from the 60-80 to 10 or less. this is annoying and my pc specs are this ones cpu:I7 7700k cooled my a zalman CNSPX11 perfomance+ (http://www.zalman.com/contents/products/view.html?no=39) RAM:16 GB 2666MHZ   GPU:G1 GAMING GTX1080 at gaming mode (aprox temps 70-75 C while gaming, fans 80%-90%)  storage: WD 2TB Sata 3 6.0Gb/s Caviar Blue PS:600w EVGA 80+Bronze Mother Z270 krait gaming. any help will be good

I will add that my cpu temps are aprox 75c-85c while gaming and Cooler at 100%

Its fixed!  I was about to provide the information you said. I left the disk defraging the last hours and when I started moving around the map for providing more info all was fixed!
