I recently upgraded my system from a RX 570 to a RX 580, and i've noticed some weird stuff going on. For example, before the upgrade, i could play GTA V maxed out at 1440 x 900 resolution with no problem. Now, i'm having some weird issues with how responsive the system is to game input. I can move the camera around just fine, but it'll take around up to half a second to register a key press. Another problem I noticed after upgrading, is when i'm watching YouTube, the audio and video seem to be desynchronized at times, and the video will stutter around a lot. The stuttering is very noticeable when there are panning shots in the video, where the panning will slow down, then jump ahead. Something to note, when the video is no longer in full screen, the issue is magically fixed. Any ideas on what this might be?

Had a custom pc, but I traded it for a Razer Blade 15 with a RTX 2070

Idk what the problem was, but it's somehow fixed now. I sorta forgot about it because i got busy, and when i had time to use it, i didn't see the issue again.
