WHY IS THIS DIFFERENT???

Ths happens when scaling is set to higher than 100 percent. Why? I don't know, it seems that those icons in the second image are only for low DPI.

You can change scaling in Settings > System > Change the size...

High DPI allows you to have richer, more details icons. So it can deliver you that, and does.

At Display scaling set to 100%, those small icons are 16x16. At higher DPI they are 24x24, and can go up to 32x32 easily and higher.

Showing the 24x24 icons as 16x16 doesn't appear nice, so the icon design changes for that dimension.
