in the case of the iphone, its designed that way to create a software-biased DOF sensation. (blur the background)

The dual cameras have differing properties such as aperture so that you can take two different looking pics at the same time.  This allows the phone to combine the images with software to create depth of field effects like bokeh.  Dual cameras are in many ways "gimmicky" and not at all a necessity, but its still a nice feature to have.  To be honest though, I don't find the bokeh effects of my Note 8 to be all that superior to the shots my S7E could take.
