Should i upgrade my 4790k

Welp, sounds like a setting issue, a new cpu is still gonna struggle given such little info aside from the obvious.

Main RIg Corsair Air 540, I7 9900k, ASUS ROG Maximus XI Hero, G.Skill Ripjaws 3600 32GB, 3090FE, EVGA 1000G5, Acer Nitro XZ3 2560 x 1440@240hz 

 

Spare RIg Lian Li O11 AIR MINI, I7 4790K, Asus Maximus VI Extreme, G.Skill Ares 2400 32Gb, EVGA 1080ti, 1080sc 1070sc & 1060 SSC, EVGA 850GA, Acer KG251Q 1920x1080@240hz

This is hard to believe, with my i7 3770k and a gtx 980ti I get around 120fps in bf1 using the highest graphics preset, so the issue is definitely not with your hw (ad it should be more powerful, than my  combo). Try resetting your os and after that, do some changes to it, as described in the windows 10 optimization guide from tech yes city.

I use a 4790k, running @4.6ghz, with a titan xp (both water cooled) and 32gb of ram.  The setup runs all games I have between 80-144fps (monitor limited to 144) @2560x1440 with settings maxed out.  It is rare that I come across a game that uses more than 50-60% of the cpu but they will use 90-100% of the gpu.  With the exception of a handful of titles, that truly leverage larger number of multiple threads, you are only going to see a small increase in frame rates (0-15 depending on game and rest of setup) switching from the 4790k to the 8700k, which is the best gaming cpu on the market (I'm purposely ignoring the 8086k) .  So upgrading the gpu to a 980ti, or waiting for the 1180s, will give you the biggest improvement by far and can be used in a new setup at a later date when upgrading the rest makes sense.  Also I would suggest trouble shooting the 4790k if it is your bottle neck, especially the temp as they can be temp sensitive, as it should not be a bottle neck.
