So I have had this wifi adapter for awhile and its been acting up since day 1 of my custom PC, the adapter is a Panda PAU07 and in device settings its a Ralink-802-11n-Wireless-LAN-Card. But the problem I have is that it has problems connecting to my own wifi at times and just recently I had to switch around USB ports for it to start connecting properly. So I use the xbox app to talk to my friends on xbox since they dont have PCs and recently I've notice that everytime I would use the app, and have a internet browser open, the internet just goes crazy and starts disconnecting and reconnecting and slowing down. I really don't know if this is the adapters fault or my PC. The adapter worked fine for me on my previous laptop. Any solutions to this?

Possibly some sort of driver conflict? Are there other wireless drivers installed? Did you install the driver for the NIC or are you running whatever driver windows comes with? These are a good place to start.

have you checked your mobos site for any driver updates? checked mediatek (ralinks parent co) for drivers? I also had an issue with usb stuff when I got my m.2 drive, it needed a driver so check for stuff like that...

What do you mean by the driver for the NIC? Where would I download that?

Weather it's a USB NIC, PCIe or PCI whatever company you bought it from should have included a driver that runs the NIC. Windows often has preinstalled drivers that work with most NICs but it's not a guarentee. You said you've had problems since it was installed which makes it possible that the issue is that windows NIC driver isn't working well with the NIC and that you need the manufacturers driver if there is one. If not then perhaps the issue is something else.

see I have this https://www.amazon.com/Panda-2-4GHz-300Mbps-Wireless-Adapter/dp/B00U2SIS0O adapter but I really dont know which drivers to download it from. 

https://www.mediatek.com/products/connectivity-and-networking/broadband-wifi would this be the website? I've tried to download a driver from the manufacturer website but that didnt do anything

yea I have, its like when I open the xbox app and have chrome open the adapter cant  handle it. And I've notice when I try to play sea of theives on my PC it just cant handle it and wont connect
