My friend needs a gaming rig+ win 10 + peripherals (apart from monitor) for £700. We are in the UK, and he needs to save up (so hopefully cryptomining won’t be so popular in September) 

He wants to play Overwatch and PUBG mainly and probably won’t be playing above 1080p.

there's no use in putting a build list together right now, until september, there will be probably a new generation of gpus and cpus from all companies.
So save up the money and come back when your friend has it and ask again. Especially if the market fluctuates so much, nobody will know what that money buys in september.

the only CPU socket that has an upgrade path (as in "new CPUs come out for a few more years") is AM4

the only GPU you can buy at a sane price is 1050ti 

 

mining won't go away and shortage will not change for the better any time soon i'm afraid. 

 

this does not really give you much options

That’s fine, really upgradability can be sacrificed a bit, and from the look of things, 1050ti fits the price range (and I know from experience that it gets good FPS in PUBG and OW.

If you don't care about looks or upgrade path then get something like this==> (ebay link redacted) (used workstations are pretty cheap on ebay)

 

Throw in an SSD and a 1050ti and desired peripherals
