295x2 Poor performance/frame dropping.

I've been having an on going problem with my 295x2. Games are unplayable, 20fps on low. Can barely watch youtube with the amount of frames that drop 

 

I've tried 17.12.1 / 18.1.1, and so on. Tried using DDU before installing any new drivers and its still having the same issues. Watching youtube it stays on 100% GPU usage.

 

Anyone know a stable driver I should try? Or is it hardware related. I'm not sure what else is causing this.

Not sure if it will help you, but I did a fresh install of Windows 10 x64 on my wife's PC and she's running a 290X on latest drivers without any issues. Of course, the big Windows Update is waiting to install so not sure what will happen after that.

whats the gpu usage idle? how long has the problem been happening?
