Insane GTX 1080 Freezing Issue (NVFLASH Doesn't Detect card)

My friend bought his MSI GTX 1080 Gaming X on eBay a few months ago. These problems have persisted the entire time. We have confirmed it is the card that the issue, testing on multiple PCs.

It freezes. Like, a lot. Also, it underperforms in many games. It freezes in video games, stress tests, and glitches the screen randomly while loading videos.

The fans seem to not know they are supposed to turn on. In his PC, we had to set afterburner to pump them to 100% at startup in order to not freeze.

We have looked at temps before freezes. It tends to freeze around 70-1 C, but we haven't confirmed a temperature that it certainly will freeze at. Usually, if its a stress test, it freezes white until you drain power and reboot.

 

So, if its temperature, it's shutting down long before its maxed. The fans are idiotic and don't start. It underperforms and freezes randomly.

How can we diagnose and fix whatever is causing this? We are thinking of doing a VBIOS flash. Any other suggestions?

i5 6600k and GTX 1070 but I play 1600-900. 1440p BABY!

That's my thoughts. Is there any way for us to try and fix it/find the issue though?

Tried flashing with NVFLASH Dos version...

Nvflash says "No Nvidia Display adapters found"

as if it doesn't see the graphics card at all.

Not sure why he didn't get one at the time, but that was months ago...
