You mean a rat (Remote Administration Tool) this is one called Quasar Rat and its open source. Find it on github and you can set it up over the local network.

there's endless lists of software like this out there, from all sorts of angles. there's opensource stuff, closed source, free, paid, ...

 

it ends up depending on what your specific needs are, if there was one "best", the others wouldnt exist.
