There's no 4590k CPU, there is the 4690k though if that's what you meant.

That puts it handedly above the Ryzen 3 (oc or non-oc) and if the ebay prices of the CPUs are anything to go off of, that's a difference of $30~ish. $180 would probably be a good price if it's the 4690k. $200 isn't unreasonable for that bundle, but $180 is what I would personally bargain for a kit like that.

My friend recently upgraded his computer. I've wanted to build a PC for myself for a long time and he offered to sell me his old mobo, RAM, and CPU. The specs are:

i5-4590

MSI Z97 Krait/SLI

8GB DDR3 (not sure what speed)

 

He's asking $200 for it. I've looked online and this seems like a good price for the whole package. I'm thinking about buying but I just want to consult here just to be sure... am I getting ripped off or is this a good price?

It's...meh. I mean it's not terrible, but it's not great. I got the same kit but with an Evo 212 cooler for $140 Canadian.

If RAM prices were normal it would be a rip-off.

sorry forgot to mention its USD...

also yeah that is a good deal but I'm on a super tight budget.. if I was to ask for a better deal, how much would make those parts worth it?

Personally I wouldn't go over $150. But it's up to you.

If you can get it for that $150, it might be worth it for a cheap upgrade path to a 4770k later. Which would definitely outperform the Ryzen 3.
