110% Clock frequncy

Hi, I recently built my first gaming/streaming rig. I opted for the i5 8600K with an MSI Z370 a Pro motherboard. I have noticed the last couple of days that the clock frequency keeps hitting 110% with only about 3% load on the cpu. Is this normal? Temps are all fine, CPU sitting at about 25-28C at idle.

thats turbo boost/overclock, thats normal.

yup, lesser the load higher the core speed
