Ok so this glitch that im having is driving me insane... I recently built a new computer for christmas for around 1900$ and once i started playing csgo on it i noticed a weird anomaly on my net_graph. My FPS would be 270-299 pretty much all the time since i have my fps_max set to 299 and the game is running smoothly and out of nowhere it randomly drops to 144 and gets capped there. Once i hit esc and go into the menu the FPS goes back to 299 and it does that a lot of times through out the match. I have vsync off in game and vsync off in my invidia settings but for some reason something is dropping my fps to 144 and locking it there and it is making me lose my mind. If anyone has had this issue and found a solution please help. I think its honestly something to do with windows 10 because before this i had windows 7 and didnt have any problems like this.

specs: 

i7-7700k oced to 4.8
gtx 1080 rog strix runnin at 2k clock
16 gigs of ram runnin at 3000mhz
z270 msi m5 mobo
750watt psu
h90 corsair water cpu cooler
monitor is ASUS VG248QE 24 144hz 1ms.
corsair 460x case
windows 10 home edition
game is on a SSD and i have 2 140 instake fans and 3 120 exhaust fans in my case..


My fps SHOULD NEVER drop to 144 with those settings on this game with this computer so there has to be some weird setting turned on or some kind of issue with windows 10..

P.S. My monitor is probably the cheapest 144hz monitor out there so i don't think it has some built in vsync or gsync function and this also doesnt happen on any other game besides csgo. I play rainbow 6 siege all the time and my fps never gets capped at 144 on it.

Just in case i wasn't too clear in the post above when it goes down to 144 it gets capped/locked there and does NOT go back over 144 untill i hit esc and go into the menu...then it finally goes back to 270+ untill this happens again which it happens a lot of times over 1 competitive match..
