Question regarding twitter

I have a little question.
I have that author that I really love, and I would like to contact him somehow.
I am not on any SNS, but I just created a twitter account and twitted him (or so I think). Is there a chance he can see it ?
Or does he have to follow me or something ?

They may not get a notification depending on their notification settings though. 

Any of these settings could play against you if they enabled them;
