I've been having a problem with my computer I run a TeamSpeak and Minecraft servers on. The computer will show it's uploading (I can see network activity on Task Manager and Uploading in my routers Traffic Manager). If I restart or re-log in to windows the computer it will stop but sometimes with in an hour it will start up again and other times nothing for a week. When it happens it causes my ping to either mildly high (80-110ms) or extremely high (<300ms).I've run Microsoft Essentials, Avast, and Malwarebytes but nothing was found.

Any ideas on finding what is causing this and stopping it?

Would it be easier to just re-install windows?

I haven't seen any that looked out of the ordinary. But I don't really know what to look for in there.
