When i check the usage of my ram and gpu when playing a game it says my gpu is running on 99% and my ram only 27%. I have a gtx1060 6gb and 16gb ram. does this mean it is optimally used or should i try and get both around 60% usage? how would i do that and would it make an impact?

You want your GPU usage around 100%, that's all that matters. So you're fine.

You'll always want your GPU as close to 100% as possible, and the others under 100% as much as possible (since that usually causes a drop in GPU usage, thus bottlenecking). You're fine.
