Am not that skilled AE user myself but I have an idea. First thing white solid as background, pretty obvious, isn't it :D. Than copy all the emojis, make them 3D, randomize their position and link them to a null object so when you move the null object, emojis move with it.

 

You can add blur either by blur effect or by creating camera and focus it just on things you want to be in focus. 

 

There are many tutorials for the camera shake and rotation on the internet

 

I am not really sure how to replicate that fast movement you will have to play around with speed graph editor to get it right.

The text show more was done in element 3D. That's a plugin for After Effects.
