Win10 general taskbar weirdness

On my Ryzen 1700 system my main login went funny, and after trying every trick I could find I came to the conclusion the user profile was too corrupted with the result the start menu just wouldn't work. Set up a new profile, everything is fine. This was used previously for some aggressive overclocking/benching, so I put it down to that and ignored it.

 

More recently I've just started having problems starting Chrome on my main 6700k system. I've had this about 2.5 years now, and it hasn't been significantly overclocked at a maximum of 4.2 GHz. Now, I don't have the evidence to say yet, if it is a Windows thing or a Chrome thing. Basically I have it pinned to my taskbar, but sometimes it just doesn't load. Click some more, nope. Look in task manager, lots of instances, doing nothing. Terminate them all and try again sometimes works. Once again I searched for things to try. In short, nothing seems to work 100%. Highest chances of working seem to be either starting Chrome directly from the exe in program files (remaking taskbar shortcut brings problem back, similar problems if I make a new desktop shortcut), or setting Win8 compatibility mode. Neither of these are 100% fixes though. Oh, a reboot usually helps but that isn't really workable as I also usually have long duration tasks running in the background.

 

I'm wondering if that is a sign of user profile corruption too... I've resisted swapping to another system as I have it configured how I like it, with years of accumulated installs and tweaks. Making a new profile is out for the same reason... Firefox and Edge seem to work fine still, but I can't stand their interfaces.
