Full screen vs Windowed Borderless

Alright, In full screen mode, I'm running 40-50 FPS on a Insignia Roku TV(I know it isn't the best for gaming, will upgrade later.)

 

However, when I run it at native while in the windowed borderless modes I get the full 60 FPS. 

 

Any ideas why? From what I read, it's supposed to be the opposite of this.

It's a low chance, but DSR (or AMD equivalent) could be enabled for fullscreen, and you're actually rendering at a higher resolution.

I've tried both windowed (personal preference) & fullscreen, and I usually only see a 5+/- difference in FPS. 

Oh, Vsync might be an issues somewhere too.
