System/System Interrupts & Superfetch causing High CPU Usage

When my PC is idle it's getting around 18% Background CPU Usage I've managed to narrow it down to 3 processes (System/System interrupts & Superfetch) but I have no idea how to solve it.

see which program is using so much with task manager, 18% is a lot for a idle 6600k

following one of the instructions of that guide I came across this when testing, any idea what this is?

It's an OS process, which has a bunch of other things tied to it. So I wouldn't focus on it.

Update: Disabled "Superfetch" in Services and that seemed to sort out the issue. I now get 1% Background CPU Usage.
