Over clocking advice required

Can someone help me to overclock ryzen 5 1500x I dialed a 3.95 GHz oc with core voltage 1.375 cpu nb soc voltage 1.100 but when I boot into windows a blank screen

Mobo is MSI b350 m gaming pro

8 GB Corsair vengeance ram 

GTX 1050 ti zotac

450w psu

I even tried 3.7 GHz 3.8 GHz but still I get a hard lockup

Someone please guide me

The cooler is the stock wraith spire with Max fan speed

At stock speed atm can you login normaly? 3.7/3.8 at 1.375 are almost guaranteed. PSU brand?

I am able to dial a overclock of 3.7 at 1.35 v and nb soc voltage 1.100

Psu is a FSP hexa 450w
