Windows Reset

The best thing to do would be moving all files you want to save to another drive. Restore would leave files alone as long as the aren't in system folders, program files included.

Is your steamlibrary in the same partition as your OS? If not, they should be safe.
Also I recall Windows Reset had the option to keep your personal files.
