I don't have an antivirus, so that is not the issue.

Restarting doesn't help

I haven't tried booting in safe mode yet because I don't get how to pinpoint an issue with a certain service from there.

Whenever opening any VPN or Handbrake, the program does not open. When I look at Task manager, it is either not there, or only taking up 8.4 MB (this is always the number for every program)

When I open Vidcoder, the splash screen opens and then the program does not respond.

Other programs, when opened, go into task manager and start taking up CPU and RAM, and then immediately close.

Some programs start taking up ram but then drop back to 8.4MB and stay in background processes without opening.

Running as administrator only leads to unresponsive programs or no change.
