H270F STRIX blinking light

I posted about this once but didn't get much feedback. There is an orange blinking light labeled "Standby Power". I have bought a new power supply, that did nothing. I have removed the cmos battery and put it back, that did nothing. I have removed ram and that did nothing. Could it be a mobo issue or something else? I'm desperate need of all the technical geniuses on here!
