Terms and conditions website?

I'm trying to create a Terms and conditions website for visitors who want to access my internet via WiFi, once they connect they'll get a page opened and they have to add their emails and accept. I've got a web server which I could use to verify the users. How would I go about this?

Don’t guest WiFi accounts have the ability to add that? Atleast with my ISP we can

You'll need enterprise networking gear or a router capable of running DD-WRT or OpenWRT so you can setup a captive portal. There's a good Wiki page that'll get you started right over here: https://www.dd-wrt.com/wiki/index.php/Captive_Portal
