Not getting 144fps

so I have kinda tested this like a year ago and it was playing at 144fps but now none of my games are doing that. I pulled up my evga oc x and it was showing 79fps I pulled up msi afterburner as well and it said the same thing. Now I just don't know why I can't play at 144. I have tried 7 different games on this. CSGO, Overwatch, Battlefield 1, and PUBG none of them are displaying the right framerate

If you manually overclocked your 1080ti, make sure that 1) it's stable and that 2) it's not throttling 3) its getting enough power. I'm grasping at straws because this is an odd issue

 

Also, run a game benchmark and check your CPU and GPU usage percentages.

yeah I ran 3d mark and everything looked normal
