OK so I tried to get some answers on Tom's Hardware about this strange problem I am having to no avail, We tried a lot of things and nothing works

I had this PC for 7 months and it's completely stock, stock fans etc etc, For the entire time I've had this PC my CPU fan ran anywhere between 2100-2300 RPM no more, no less, My cpu temp never went above 100F it normally hovers between 82-95F.

On Xmas I booted up my computer to get a fan error right away, I can see the fan was spinning very slow, I went in the BIOS and it was spinning at 164 RPM and topped out at 500 RPM and the cpu temp skyrocketed to 127F, I shut it down and took the fan off and dusted it, The dust buildup was very very minimal.

I plugged it back in and powered up and it started spinning normally again around 2100 RPM, Then all of the sudden it got really loud and HW monitor clocked it at 4115 RPM and it's never gone down since, I tried everything in Qfan to decrease the speed and nothing I set works at all just constantly stays at 4115 RPM and loud as hell, The cpu temp has been constantly under 90F it bounces around between 80-88F.

I tried speedfan but it tells me "The system cannot find the file specified" every time I boot it up and every tab is completely blank it only shows my hard drive, Ive tried every profile in QFAN even manual on the lowest possible setting I could put and this fan just doesn't slow down at all.

I ordered a new evo 212 but any ideas that I might have missed here?

Fan probably has an internal issue.  A shorted PWM control line, or something similar.

It's good that you're replacing it.

I should have noted this and this is going by what I read don't know much about fans though tbh.

My current cpu fan that came with the pc is 3 pin, the cpu fan connection on the mobo is 4 pin, I read that the 4th pin is purely for PWM controls.

And just because I was bored I unplugged the cpu fan and plugged it into the CHA1 connection also 4 pin and for the first time I was fully able to control the fan within the Qfan setting in the BIOS however I can't get into windows cause I get a fan error on restart I guess that's due to the fact no fan is connected to the cpu fan connection on the mobo.

I also took a cpu fan out of another box I have here that was working perfectly in that box, it was running 2400ish RPM's, I plugged that into the problem pc cpu fan connection and that was running 4000 rpm's from power up, Could not control that fan either within the bios, I took it back out and put that back into it's original box and it was running normally again at 2400's, Maybe now I'm thinking something can be wrong with the cpu fan connection on the mobo?

Edit - I found a 4 pin cpu fan in my spare parts bin and connected that to the problem pc and I am able to control it in QFAN via the cpu fan connection (so the connection is def not the fault) so I have that running now at 650-850 RPM in silent settings and it's been running for a half hour and the cpu temp is bouncing between 95-102F so I guess for sanity sakes I'll use this until my 212 evo comes in the mail.

What puzzles me is if I take the fan that's giving me problems and connect it to the cpu fan connection on the mobo it runs constant 4K rpm's and I cannot control it whatsoever in Qfan then I put the same fan on CHA1 and I can control it and it runs normally, I left it in BIOS on CHA1 for an hour and it never hit 4000 RPM it only hit 2700 max that whole time and the cpu temp stayed under 100F

What fans are motherboard are you using?

The cpu_fan header is usually 4pin pwm which is a constant 12v signal. For pwm fans, this means a good deal of control with a pwm signal on the 4th pin but a 12v signal means 100% for 12v 3pin fans.

Check to see if there's an option to turn off the fan error--there usually is.

My mobo is ASUS Prime 850M-A, the fan that I had on there came with this tower was some stock cooler master fan, it's a 3 pin fan, the mobo cpu fan is a 4 pin connection so 1 pin wasn't used which was #4 which I read is the pin for PWM.

IN my QFAN settings the cpu fan doesn't have an option for PWM/DC only the CHA1 fan slot has that option, the fan was always run in standard mode in QFAN I never tinkered with anything in the bios since I bought the pc.

Which led me to post and see if anyone had answers, I don't think the fan is shot yes it runs a constant 4000 rpms in the cpu fan connection and I cannot control it at all in QFAN, If i connect it to cha1 I can control the fan and it doesn't run 4000 rpms at all, I don't think the cpu fan connection is shot either since I hooked up a 4 pin cpu fan I found in my spare parts bin to it and I can control it via QFAN and I've had it running for about 3 1/2 hours now approx and it's never gone to 4000 rpm it bounces between 1300-2500 tops

Are you sure that's the model name? I'm not finding any board of that model.

If you're not sure what parts you have, post a photos of your system. Most fans have their model names on the back of the frame.

Sorry I hit the B but didn't come up in the text.

That's the same cpu fan that came with this box as stock. Cooler Master DK 9 3 pin

Your temps are rather good even with skyrocket to 53C. Which CPU this is?

As for issue, it sounds bit like header is having issues. You can try with updating BIOS, but if header itself is bad, RMA is only way to fix it. As it didn't come with stock AMD cooler, is this prebuild? That makes things like RMA both easy and hard as you usually RMA system as whole.

Yes it's a prebuild. Ryzen 5 1400 3.2ghz

I just put the fan that was running high rpm's in a very old dell box and I ran it for 5 hours and it never exceeded 2600 rpms, I put it back in this prebuild box and started at 4067 rpm on boot, This fan up until xmas was running very quiet and low rpm's 2000's constantly I never had it goto 4000 so it's strange that it just stays at 4000 all day long without change, Right now as of this post I'm running 4017 rpm and the cpu temp is 30C/86F - Rarely do I hit 100's on this I have pretty good airflow in my case.

So I really don't know why this fan suddenly started running so high but runs low in another box and any other fan I put in the problem box as I'll call it runs low also.

I placed a spare 4 pin fan in here yesterday and it never exceeded 3000 rpms...

This box has been running since 5 AM it's 5:20 P.m now Ive had hwmonitor on all day highest temp I hit was 32C/89F and lowest is 30C/86F

Im running the most up to date bios software atm, I checked today and I have the newest version and I installed it 2 weeks before this fan went crazy

It's as I described it in my earlier post. The cpu_fan header gives a 12v signal which means 100% rpm for 3pin fans. This is normal. Just continue using the cha_fan header and

turn off the error message in your motherboard settings.
