Question about fan controller on pc case

I have a corsair spec alpha case that comes with 3 speed fan controller. The controller has 4 fan slots and  uses sata for power. 

 

Recently there is a problem with the medium speed. It produce the same speed as the slow one. So it become low-low-high. 

 

Anyone has the same problem?
