I am connecting to my desktop computer from my laptop. The Desktop computer (host) has a lower resolution display than my laptop and when I connect to it the maximum resolution I can stream it at is the maximum resolution of the host. This results in either a small window with black borders when connecting or if I scale to full screen it looks blurry and ugly. My question is can I use team viewer at a higher resolution than the host computers monitor. (My laptop display is 2160x1440 and the host computer is running at 1920x1080)

Teamviewer mirrors the host, sadly. You might want to look into VPN and RDP for the solution that you're looking for, or port forwarding port 3389 on your router and enabling remote access on your PC.

Never, ever forward port 3389 or even port 5900 straight to the internet. Many of the cryptolocker attacks work by exploiting this port. This is an RDP / VNC port and if it is open hackers can relatively easily access your entire computer. Not worth it.

If you need to access ports outside of a network use a router with VPN capabilities.
