Issue with my gtx 1070

It's me again with my gtx 1070 zotac mini 

I found that the problem with my gpu is that it down clocks itself in the core and memory clocks for no reason I am not hitting any temp limits on gpu or cpu that temp on the gpu stays at 70c 

I asked the guy I bought this pc from he told me that it's an issue the my os win10 that he installed he said that a lot of customers suffered from the same problem , all I wanna know is that possible, could the windows be the reason that the gpu down clocks itself?

And I did read something about vbios issue with the zotac gtx 1070 mini could that be the problem?

Are there any frame rate issues?

it goes from 1860mhz to 1516mhz to 139mhz then all the way up 

and the rest of the system is okay I no issue with it

Excuse me if I don't take your word for it. Post Afterburner graphs with CPU/GPU load, etc.

This is gpu-z while playing watchdogs 2 while driving a car this happens when the game is going fast.  I did record a video but it was big in size so lul but it is stuttery af

and is the voltage okay on my cpu it seems strange to me I never oc

here is another pic from unigine idk why I am surpassing the power limit which is by default is 100% right why am I going over it I didn't touch the power limit or anything or after burner

Dude you can just download it from steam for free. You just gotta run the silly demo on the free version.

Which is not really a big deal if you're just going to run it once.

@Legend Scar seems a fairly low graphics score for a 1070. Afaik they should be around 18.3K at reference speeds and 19K for your run-of-the-mill aftermarket card.

CPU score looks about right.

 

Something is def. wrong with the card.

Yeah it would seem so, try removing the drivers with DDU and when reinstalling the new drivers make sure to not put on geforce experience unless you absolutely have to use shadowplay.

I did do that but I installed it lul can I just uninstall shadow play

Do you have any monitoring software active, overclocking software. Anything that influences GPU performance?

Forced V-sync for example or any other control panel settings? 

 

Also, aside from the weird fact you took a picture of a screen (wtf), what was the perfcap reason?

- I do have msi ab but I only use cuz of RTSS and to see what clocks and temps I am at 

- I took it with my phone I was rushed xD 

-I did try v-sync ofc and no I haven't played with the control panel 

-What is prefcap reason ?

The thing I highlighted. Mouseover and tell me what all those peaks are.

Perf.Cap is what determines the clockspeeds. It may give some insight in what's going wrong.
