Downloading Steam games from Backups

Im trying to re-download my steam games from my back up and theyre wanting to download completely, IM just wanting to get my games without having to redownload them, cause that'll be 3+ days waiting 

Im mostly on discord now and you can find me on my profile

 

My Build: Xeon 2630L V, RX 560 2gb, 8gb ddr4 1866, EVGA 450BV 

My Laptop #1: i3-5020U, 8gb of DDR3, Intel HD 5500

If you start the download, then copy over the backup into the folder it creates for the game, then get Steam to check for local content, it should pick up the files and won't download the whole thing.

I try to do that, but my external HDD just stops to 0 bytes per second and the folder is 153gb

That makes it sound more like a problem with the external hard drive than a specific problem with Steam. You should have no issues moving or copying files to/from the disk, and if you do, it's a bigger issue than having to redownload your games.
