Im looking for a  laptop that will be used for  
- Downloading/streaming tv shows/movies    onto  the  Tv ( 1080p television)
- casual   internet  surfing

lenovo ideapad (low end ones) will likely to cost $200-300 (my place). it delivers quite well for the price

-Frequencies DON'T represent everything and in many cases that is true (referring to Individual CPU Clocks).

Chromebooks can be your salvation. Runs fast and does everything you'll want to do for the price you want. downloading might be a problem as those chromebooks don't come with a huge amount of storage but you can put a micro SD in most of them and you can always use external storage if you have a massive library.
