Windows 10 hangs on spinning circle

Hi,

I reinstalled Windows on an old Dell laptop (Windows 10) and now it won't get past the spinning circle in the boot screen.

It's an Inspiron M5030, with a AMD Athlon II P340 processor.

After rebooting the few times I get a blue screen that says :

Recovery

Your PC couldn't start properly.

Error code : 0xc0000001

Press Enter to try again

Press F8 for Startup settings

Nothing is plugged into the computer, only the power coord (no USB devices of any kind, as I heard that could cause a similar issue)

I tried booting the computer in Safe Mode, but I get an error message that says that it can't finish the installation of Windows in Safe Mode.

I did try deleting the tries, reformatting them and reinstalling again, but it didn't help.

What else can I try? Any idea what might be wrong?

Thanks for the help!

I would try a fresh clean install of Windows using the Windows Media Creation tool on a USB.  In the fix that I read in the article, it made reference to corrupt system files.  I would use the media creation tool and delete all the partitions on my hard drive then create the partitions all over again formatting them in the process to make sure there were no "left-overs" from any previous installations.  The note below was cut/paste from the article that I read.

"In this case, the error code: 0xc0000001 indicates that there might be some issues with the booting device or some booting files are corrupted. It might also happen if some problem happens with the boot sector of the computer".

Thanks @kb5zue, I tried reinstalling it again but this time I deleted all the partitions, and created new ones.

Unfortunately, it still didn't work. When the computer reboots after the installation process is done, it gets to the Startup page where it says "Configuring drivers" and things like that, but then the progress bar just disappears and it's a black screen.
