Download speed does not affect your ping. Ping aka latency is the time it takes for one packet to travel from A to B.

Turning off your firewall really won't help latency too much, unless you are using DPI on a corporate firewall.

 

What's the internal ping time to your gateway over Wired? If it is greater then 2-3 ms then you most likely have a problem within your network.

 

I would also perform a trace route from your IP to the game server.

Depends on where the problem is. If its on your side of the network then you maybe can fix it. If its you ISP then you just plain fucked. Try pinging you router and seeing the results. If its with in a few ms then its good. If its you ISP or a back bone provider then there is nothing you can do. Also make sure you playing on servers near you. For instance, if you live in the US, make sure its US servers, if you play on a Asian sever you will see high ping due to the distance the data has to travel.
