Hey guys,

I built my PC about 2 weeks ago, but I've noticed its running sub par in games, but my scores are average for a 1080ti in Unigine Superposition. I've noticed lower than 60 fps (ultra settings) in games like Fallout 4, GTA V, Metal Gear Solid V, Battlefield 1, and most shockingly, Minecraft! My friend runs these game better than I do with a 1070.

EDIT: I am running the current Nvidia Drivers but previous versions reveal the same results :(

I have a:

Ryzen 5 1600 3.2 GHz CPU (Stock cooler but temps are alright)

EVGA Geforce GTX 1080ti SC2 iCX Cooling

2 sticks of 8gb G.Skill Trident Z RAM @ 3200 MHz

EVGA 650W PSU

Samsung 850 EVO SSD 500 Gb

1 TB WD HDD 7200rpm

ASUS Prime x370-Pro MB

Dell 1440p 144hz G-Sync Monitor

In Minecraft, for example, I'm getting 8-15% GPU Usage and 45-55% CPU Usage. My GPU Temp rarely goes above 70C and my CPU temps rarely go above 50C.

In Bf1, I'm getting 30-50% GPU and CPU Performance, and my GPU temp rarely exceeds 65C and my CPU temp rarely exceeds 50C.

I am having similar issue with my 1080ti.  I am running an older cpu, 4th gen I5 non K version.  I game on a 1440p 144hz monitor.  I am seeing 40 to 50% CPU usage and about 50% gpu usage but my FPS is not constant while playing saying Diablo 3.  CPU temp is about 50c and GPU is about 60c.

I can only think of if Diablo3 only support 2 cores, because i am at 50% load on CPU meaning it has maxed out  the 2 cores and which means it is holding back my GPU.. but in that case is game issue rather than hardware issue.  I am seeing similar issues with steam games as well so I am kinda lost in this case.
