Random Boot Failures

So I recently bought a computer and it used to work fine but now after taking it completely apart and doing a deep clean I reassembled it and now I'm having a problem where 50% time when I boot it the display fails to show anything it is very inconsistent and some times it will work right after the first boot bit some times it takes like 4 boot attempts for it to boot in to Windows. when I reset the bios and/or remove my second display it seems to improve my chances of a successful boot but it still isn't 100% successful. I have tried reinstalling the OS about 7 times which has resulted in other bugs being fixed but this one still persists could this be a hardware problem or could it just be a Windows 8.1 problem. (I'm planning on trying both Windows 10 and Ubuntu to see if the problem is OS related but I'm on my phone at the moment)

Note: I seem to have no problems while the OS is running 

 

Edit: and when the system boots my peripherals light up so I know it has turned on
