Un-explained frame drops

Hello, I'm currently looking for help regarding issues with my frame rate. Doesn't matter what game I am playing or what settings the games are on I always get a 10-20 fps drop that happens quite frequently. I mostly play
 Battlefield 1 and Final Fantasy XIV I can run them on max settings however as I stated before I get constant frame drops. I have un-installed and re-installed ALL drivers and used DDU v17.0.8.1 for the GPU drivers. I have also done most of the recommended Windows 10 optimizations like Disabling superfetch but
nothing seems to work. any ideas?
