Built my PC a week ago and was trying to overclock my cpu and in bios it said I sucessfully overclocked to 3.8 ghz, I'm using a ryzen 5 1600, and im running at 1.3V. However, after booting into windows task manager says my max clock is at 3.2 ghz, even when under load. So I downloaded CPU-Z MSI, motherboard is MSI B350 gaming plus, and idle the clock was 3.3 and spiked randomly to 3.7 ghz, and when under load at 100% with 52 Celsius after a while it would run 3 ghz to 2.8 ghz. However running on AIDA64 Extreme its performing above average, above 7700k with 3.4 ghz max. Really confused what to do, why wont my cpu go to 3.8ghz?

Under AIDA64 does the CPU hit 3.8ghz? 

 

You may simply not have overclocked the CPU properly. Did you use manual or auto settings in the BIOS?

No, in AIDA64 it hits 3.4 ghz on every bench, just ran again and only 1 bench was 3.7, still not 3.8, but it performs better than it should which confuses me, ill attach all the benches and I used manual and auto settings in bios,the non auto are the cpu ratio and voltage, will also attach photo of bios after posting this. To note my bios was also glitching with my ram speed, works at 2800 but when its 2933, the normal freq, it crashes and goes to 2133.

You have core performance boost enabled. Disable that and any power saving options, and then try to overclock. Also disable Game Boost. It's nothing to do with overclocking both RAM and the CPU and not a fault in the BIOS. If none of those work, set the CPU voltage to auto and see if that makes a difference.
