You will need a driver board for it. The connections from the screen are restive touch (smaller cable) and the (larger) proprietary image data cable. The control board will be model specific if one even exists. 

 

It may well wind up cheaper to just buy a new screen that supports HDMI.

Sync RGB fans with motherboard RGB header.

Well, you sure can. You will need an oscilloscope (actually quite a nice one), some breadboard, and some reverse engineering skills.
