I think they make controllers for phones that connect via Bluetooth.

Possible, maybe. I'm not going to pretend I have enough electrical qualifications to give a definitive answer, but you would need to modify it to modulate signals differently and to also handle data following an entirely different scheme. Even if it is possible, you would need to have some means to modify the RF adapters code (Not sure how much of the code can be modified), and rewrite the output into something that follows the Bluetooth specification. (The RF protocol on the controller is closer to WiFi Direct than it is Bluetooth) (Link)

Edit: On a side note, the Xbox One S controllers does have Bluetooth, so you might be able to splice the PCBs together
