Can someone help me with a streaming pc rig. Its only for streaming and casual google chrome surfing, nothing else. I dont have a budget, however I do not want to buy things I dont need. I want to try to build the cheapest streaming pc that can stream 720p @60 fps without any problems. Also do you need a decent gpu?

Only if you literally never upgrade this pc ever. X370 is extra but not a 580 if you're video encoding as well.
