the 7500 will choke in heavier scenes at 144hz, the 1600 would be much better.

Shop around on your local craigslist and see what comes up, if prices seem a bit high for older generation hardware try and talk the seller down, and if they for some reason don't change their price, it's not worth it.

the kabylake i5s lower-core count and lack of hyperthreading will cause it to have fps drops and stuttering with a 1070 on 144hz 1080p, the 1600 easily holds out with the extra 2 cores+HT. if you realy want intel then wait will H310 boards get released and get an 8400+H310 board.

could i stream games like csgo and h1z1 that arnt to intense and still get good fps? could i even get a good ryzen chip, mobo, and ram for 300$?

it should able to stream them just fine, it'll cost around $40 over for a cheap B350+1600 and 8gb of ram.
