Getting Windows Ready Loop!

I just recently built a new gaming pc and for the 1st week, I had no issues but recently every time I restart my pc it says "Getting Windows Ready" and this lasts about 2 hours before it works again. I have tried doing a fresh windows install, wiping my entire hard drive and running multiple software programs but every time it says there is no issue. Is there some way I can fix this that does not require paid software?

What do you use to do a fresh install ? Do you format every partition prior to installing windows ? Maybe your Windows installation media is corrupted
