Is my CPU bottlenecking my GPU folding?

Hi all,

I have been folding on two GPUs recently and I've noticed that my GPU utilization (MSI Afterburner) is sitting at ~90% on both cards even when CPU folding is turned OFF. Is my CPU bottlenecking my GPU folding or is this normal behavior?

CPU: i5-6600k OC'd to 4.5 GHz
RAM: 32 GB
Mobo: Gigabyte Z170MX-Gaming 5
GPU #1: EVGA GTX 980 Ti (stable at ~1101 MHz)
GPU #2: Gigabyte GTX GTX 1060 3GB (stable at ~1873 MHz)

What is your CPU sitting at during this 90% GPU reading?

My CPU utilization sits at roughly 60% with occasional spikes into the mid 80%s

I just did a quick experiment and turned off one of the GPUs to see if the other GPU would get to 100% utilization. It stayed at ~90%.
