Pixelated screen, need help.

I've uninstalled drivers via ddu in safemode multiple times.  It continues to come back to this screen,  it's a gamble if it comes back after five minutes or twenty.  I want to know if the graphics card itself is dying or if it is a driver error. I have a 1050ti if that helps anyone.

That's a monitor issue I think, try another display. I've seen this kind of problem before, but I don't know what causes it or the reasons for it. It doesn't look like artifacting, if that was the case you wouldn't see the text as those are usually rendered with DirectDraw

 

Or I could be completely wrong and it could be a miscalleneous GPU issue?

Well, I'm connecting it via HDMI, and the tv itself seems to work in other applications, even as a monitor for a different computer. Using my brother's monitor, again via HDMI yielded the fact that it worked with the graphics card just fine. I still don't know what's wrong with it. I'm thinking of getting a HDMI to VGA converter and using an older monitor to see if that helps.

I wouldn’t do that. Those adapters don’t work well. I’d try new cables.
