That PC will handle basically every game you throw at it (and maybe for the next ~2 years). All that I can say is that, if your brother is going to do any video editing or photo editing (like super intense stuff, not some mediocre YouTube banner, etc. :P), add some more RAM. Otherwise, that PC will turn out very nicely.

Gaming and possibly light streaming but mostly gaming :)

That 1070 Ti is a bit overpriced. You can get the least expensive good 1070 Ti for 4865:-. Alternatively, a 1080 for 5290:-. 

Don't bother with an NVMe drive for gaming. It won't benefit you at all. Just get the 850 Evo 250GB for 899:-, or the 500GB for 1490:-.

You can get the same RAM kit for 100:- less, if you buy from a different store.

You can get the TX550M for 769:-, that's plenty.

450W is plenty for the PC, all overclocked.

The type of SSD doesn't matter. It won't improve loading times nor will it improve Windows boot times.

Yes, the 1080 performs ~5% better than the 1070 Ti.
