Tips on brother's pc

That PC will handle basically every game you throw at it (and maybe for the next ~2 years). All that I can say is that, if your brother is going to do any video editing or photo editing (like super intense stuff, not some mediocre YouTube banner, etc. ), add some more RAM. Otherwise, that PC will turn out very nicely.

That 1070 Ti is a bit overpriced. You can get the least expensive good 1070 Ti for 4865:-. Alternatively, a 1080 for 5290:-. 

Don't bother with an NVMe drive for gaming. It won't benefit you at all. Just get the 850 Evo 250GB for 899:-, or the 500GB for 1490:-.

You can get the same RAM kit for 100:- less, if you buy from a different store.

You can get the TX550M for 769:-, that's plenty.

450W is plenty for the PC, all overclocked.

The type of SSD doesn't matter. It won't improve loading times nor will it improve Windows boot times.

Yes, the 1080 performs ~5% better than the 1070 Ti.
