Desktop.ini?

It's just standard hidden file.

 

Go to windows explorer --> tools --> folder options --> view options --> checkmark "hide hidden folders"

 

Boom, desktop.ini is gone :)

Windows (since, like Windows 95, I think) allows folders to have custom names and icons. This is defined with the file "desktop.ini" that each folder which has either has.

For example, Documents folder, has desktop.ini which defines the the icon that you see, instead of the standard folder icon. And if you take that desktop.ini, and move it to another folder called, say refresh the cache (you can't do it by hand, you need to make a program and call the API call), and it will appear as "Documents"  despite actually being called test, and have the Documents icon.
